Welcome February!

Welcome February!

We truly hope everyone is safe and warm during this cold winter.

Here is the most recent and current version of SB 507:

https://www.palegis.us/.../text/PDF/2025/0/SB0507/PN1158

This bill has been tabled since October. There have been no new actions, meetings, amendments, or changes to the language. Nothing new has been introduced.

Most importantly, the exclusionary language protecting non-medical midwives remains unchanged.

A brief, accurate breakdown of the bill:

• Section 1 – General definitions used in the bill

• Section 2 – Expands permissions for CNMs and CMs

• Section 3 – Establishes licensure for Certified Midwives (CMs)

• Section 4 – Explicitly states that the bill does not apply to direct-entry midwives, lay midwives, or other unlicensed providers

• Section 5 – States the bill would take effect 60 days after passage

A printer’s number has been assigned, which means the bill could be taken up in the House at some point, but at this time there has been no movement.

We want to be clear: speculation, mischaracterization of the bill, and fear-based messaging are not helpful and do not serve our community. Please refer to the actual bill text before sharing claims about its impact.

Pennsylvania Midwives Alliance, along with Birth Freedom PA continues to monitor SB 507 closely and will share fact-based updates if and when anything changes.
